if mystic gohan is stronger than SSJ3 Goku in his base form, then, what would be his power on SS2,3, and 4 ? +Training machine X3 and 24hr meditation?
Ehm...its not that Mystic Gohan was "normal" because he didn't "need" to to SSJ, he COULDN'T go SSJ.
The Elder Kai said the mystic form REPLACED the SSJ transformation (they ignored this is on GT, but thats known as a plothole)
Think about it, if Mystic Gohan was "holding back" (not transforming into SSJ) against Super Buu, then why did he not transform when Buu absorbed Gotenks and started kicking his ass?
Answer: Because he can't.

Answer: Because he can't.
DBGT Golu is also stronger than SSJ3 Goku from the Buu saga. Chibi GT Goku was fighting equally with General Rildo, who was stated to be stronger than Majin Buu. Gohan's SSJ4 would therefore be equal to Goku's SSJ4 in DBGT. Besides, after havibng become Ultimate, Gohan can't transform anymore (he tried, but he couldn't). DBGT only messed up, stripped him of Ultimate form, and made him a regular Saiyan again.
