yep.. restrictions like this can be quite funny..
for example the laws about protecting nature are always hilarious.. like.. if on one side of a mountain lives one pair of crows - they are protected by law as endangered species.. while on the other side of a mountain - where crows love to live - there's whole bunch of crows
so.. if you want to build a chemical factory - you can't build it on the side of the mountain where crows don't like to live and only a couple of stupid birds live - you have to build the factory on the side of the mountain birds actualy love and as the result turn them alsow into endagered species by all the fumes your factory produces
