the lil dude at the bottom is kind of a scouting boat, lowered over the side like with landing ships or lifeboats in traditional boats 
i just kinda assumed he was returning home

Oh I thought as much, but then again it could also look like a raiding party using a sneak approch, a small vehical could go unnoticed. But atleast they thought to use a scout. It could counter an attemped but not perfectly. I just like to think of stuff when I absorb someones idea or piece of art.
