I realy think you could find a digital camera on a low budget these days that will give you the freedom of photographing without spending mony on film, developing and printing or scanning ... this is one of the greatest advantages of digital photography - freedom to create.
all the tips I can give you will be on photography in general, and will apply on film too, but I think the best way to start is to take a shot course and see if you get addicted to it first :)

I've actually taken a rather extensive course in photography. I had a great teacher too. I haven't been able to leave the camera alone since. I'm just dying to have more experience with a better camera. I miss having more control over the camera.
