But if I had to seriously think about it, I'd kind of have to go with Zetton because he's a more consistent character then Ghidorah is, and a lot of his more recent appearances have stayed true to the old school version, while make it clear he's strong enough to take on even the newest of heroes.
However, against the likes of Monster X / Kaiser Ghidorah or "Mothra 3" King Ghidorah, Zetton could loose.

well, since Zetton is actually said to be the "strongest monster" alive, i was wondering if he could stand a chance against the king of terror. In the first ultraman series, he was the one who killed the titular hero in one beating. Ghidorah, despite how many times he lose a battle, he just kept going and fighting, not to mention he gets stronger in each version coming out. Lately, Zetton was upgraded into Zetton Ex, which not even the mighty Gomora Ex can defeat alone. (he had to team up with Red King Ex just to finish him)
Don’t get upset, but EX Zetton has yet to make a proper appearance outside the toy-line, advertisements, and various live stages shows he’s been heavily touring in. He might pop up in the new “Ultra Galaxy Legends” movie, but won’t be sure until either of us sees that film with our own eyes.
The final villain of “Ultra Galaxy NEO”, of whom EX Gomora and EX Red King had to team-up against was not EX Zetton, but a different character named The Armor of Darkness; an evil hallow thing that possess its wearers to the darkside, or empowers them if their equally as evil as it.
In the final episode, the spirit of the evil Reiblood went into the Armor and fully combined together as one whole being.
Zetton is still one bad dude, but the Armor of Darkness and Reiblood were considerably worse!

....aaaahhhh.....damn that other guy! I'm sorry, but I had a translating friend with me when we watched that episode, and he claims it was Ex Zetton.
