But I shall never tell about my secret power of the rain!!! MUHAHAHA! 
-coughs- But actually, all you do (if toy have Adobe ps7) is fo to filter and then to noise, then add noise...from there you will see black and white dots....just play around with it . then after that, go to filter again, and then blur, and then motion..you shall see lines..and you can turn it into any angle 
....once you have it..fix your layer to "screen" and TADAA!! you have rain ..you can also adjust it to have less brightness as well
