Well, the lightning itself is a brush I found on the web.
Are you familiar with color overlays in photo shop? It is called a glow effect I put on the lightning. If you double click on a certain layer *in this case the lightning layer*, a bunch of options will come up. On the left, there are some options called color over lay and some called inner glow and outer glow. you can choose to put an outer glow on whatever layer you want. you can choose the color, in this case, the magenta pink and them choose the opacity or intensiveness of the glow.
I had to play around a lot and each pic I am learning more and more.
Just practice pulling up that menu by double clicking the layer first. Then, you have free reign to play with all the options! If you have more questions, let me know! Hope this helped :)
PS- I use A LOT of layers in my drawings- we are talking 30 plus :)

I'm still not sure about the locations of the inner and outer glows but I did find a great lightning brush set though off the web :D

Oh no prob!
Well, you know in the layers section, if you double click on one of your layers, it will bring up the menu and on the left side it says inner glow, outer glow, etc. Hopefully that simplifies it a bit as my last message was a little long! ^_~
