I'm having a hard time understanding what you mean, but The Rule of Two simply means that there will always be a master and an apprentice, just as the Jedi, there will always be a master and apprentice. 1-on-1 attention is needed to shape the most powerful Jedi/Sith that ever existed.
but is there a sith academy / order with a counsel ?.....cause 2 sith lords ruling is kinda dull...
Its all about power and allowing few sith the chance at it. If the sith were anything like the jedi, there would be anarchy among the sith where everyone would be fighting one another for the most power. limit the power by limiting the lords. In KOTOR, not many of the trainees where given the title "Darth."

If I remember correctly, I think he just lead other dark jedi, not sure if they qualified as 'SITH' but he was vicious.
