well, ya, according to the majority of it's pokedex enteries, it lives in the sea because it's powers are too strong, whatever that means
Another pokedex entry said that a flap of its wings caused storms for forty days. 
ok that is cool but I don't know what that has to do with anything, I thought we were talking about who is the king of the oceans. not the who can make bad weather
Storms as in hurricanes and typhoons. Those are sea-related.
I don't think it specifically says that. but even so, those types of storms are caused mainly through atmospheric conditions, the only roll the ocean plays is the specific temperature of the waters triggering it, which isn't a role at all in this case because it is flapping wings that triggers it. and besides, would making hurricanes really crown him king of the oceans? Lugia isn't even water type. and I'm sure it says that kyogre has the ability to cause storms as well. it says so in a number of his pokedex entries
they never said he was king of the oceans. that's like saying ho-oh is the king of the skies.
"who is lord of the sea, kyogre or lugia" is how this conversation started remember? it's from the title?
