Yeah it won't show up in mines either..i even watched a video from someone who did this exact one and it still didnt work
Did you remember to unzip the folder, and rename the file? If the file is called, let's say toolnrm\05.ini, it automatically renames it toolnrm\05 (2).ini, which won't work. It has to have it's own individual name, like toolnrm\16.ini, for example.

I did that. still didn't work. when I just replaced all the files to replace the toolset, it didn't work either :/
