When I double click it only pops up a change layer name option. 
A late reply but try this.
First, remember to be on the layer with the part you want to have the effect around.
Then go under "Layer" -> "Layer Style" -> "Style Settings" And that should give you the same window seen here. Hope the information is still helpful.

if you're on photoshop, try right clicking with your mouse. then select the option that says: blending options. (I think)
