Here on DA, you can insert people's avatars (that double as links to their pages) to your comments/messages/whatever. Example: :icon@ButteryFrog: without '@' will have this result:

Plz accounts are accounts created specifically to place a certain picture on the avatar so that people may use it as emoticon or however they please. The names of such accounts usually end with 'plz'. Example:
You may even create one yourself, if you've got a good idea)

No, there isn't. Not really. Because anyone can create infinite number of plz accounts, making a complete list is almost impossible, I think. But you can always just try typing [whatever you need]plz.deviantart.com in your browser and see what it gives you. Sometimes, on the plz account's page there will be a list of related plz accounts, or in the comments, or in 'friends', which makes searching easier.
