that is true, people cannot edit, make derivative works, etc.

but they can copy and distribute. because clause 19 prohibits these acts unless there's permission, and 16 seems to give the needed permission beforehand.

That is precisely what I said and hopefully made clear. It is why this news item was posted in the first place, it is to CLARIFY that people CAN copy pictures from DA and use as desktop screensavers and the like but that they cannot, however, edit or manipulate the content in any way. In addition in the Submission Agreement DA state they do not take any responsibility for any misconduct on the site and it is therefore your duty to ensure this happens. As far as I am aware the best way to ensure people do not download your work is to submit it as a .png which does not download except as a blank template. The point is you agreed to these terms when you joined and each time you submit, if you wish for it to change I suggest you find a better platform through which to voice your opinion, i.e. with numbers, lots of people who support you and overwhelmingly outweigh those who disagree.
