It's a dA thing. People without subscriptions can't use stamps, or they couldn't the last time I checked. It might have changed since then.
Oh. Thanks! I think they can, but they can't really put them anywhere, as they can't get custom.
You can use them on your journal or ID but you can't use them in comments.
