Yeah, I TRY to give positive feedback that actually relates to the composition, though sometimes (especially when it's a medium I don't work in, like digital paint) I'm at a loss for words. It's so tempting to write, "WOW!" or something like that.
Feedback is certainly connected to medium. When I post something like a logo, I don't get many people saying much. If it's a Puck comic, then people feel some connection to the characters and want to comment on the events of the strip. VERY seldom do people actually comment on the art. Usually it's a comment related to the content. That's fine by me.
