Well, from what I understand SAI is pretty good. I've played with it a little. I dominantly use Photoshop, but Inkscape is awesome for vectors.
Basically you'd bring in a JPG image as a reference in SophieSew and manually trace it with curves. (That would too awesome if someday you could import vectors directly.)
