what program do u use and how do you add the lighting effects?

To add lighting effects, I usually just go over an area with a big brush size (500-1000) of the color I want (gold, red, blue, whatever you want your lighting to be) and with a low opacity setting go over where I want the lighting to be. Then I usually just use a bit of the dodge tool to give it some pop.
