Clause 15, wouldn't that allow Celestia to modify Spike after he asked her to? Needs some clarification there.

lol let me look No He was strong enough to fight his own battles, and the fight was taking place far enough away from ponyville to be considered a threat Celestia wanted spike to win his own battles but thats my take on that if you want to ask the guy who made the story i'd do so also I'll summon up the Allies of ponydom to crush your grammar nazi powers XD
That was confusing and annoying to read, but thank you for proving my point; grammar is important. 
The ambassador brought a dragon magician with the sole reason of insuring that no magics were placed upon either dragon. It sure doesn't seem like he would be fine with Alicorn assistance if Spike would like it. Celestia also also said that she would like to help Spike with her magics, and that her interference would piss the dragons off. (in an earlier chapter)
