Ahaha xP Yeah, I can openly admit that I tend to lean towards the 'cheap' side as well. Both my Uchiha Itachi and Sasuke cosplays were done with my own hair 
I mean, it's a lot easier to use something that you already have.
As for my foundation, I use a cream foundation because I find that it lasts a lot longer than liquid xP And it's also really good for colder weather (if you cosplay! xD). Also I use it in the colour 'ivory' which is the lightest I can get here
