and if I have a sketch done,and want to record it when I do digitally does it count?
or do I have to record it traditionally and digital as the same hour?

I don't see why not, any work that uses your hands is very much accepted!
Try your best to stick within an hour or less, it's a self-challenge really. And it is not essential to have it recorded - it'll be great reference material for those who want to learn how you draw your Sonic artwork that's all!
