Oh no problem!
This sheet comes in two forms: a PNG version that you can get simply by right clicking the image, then selecting the 'save as' option that comes up, or you can download it from mediafire as a PSD sheet (an exclusive file to the Adobe Photoshop family). So, first what you want to do is save one version of the file so that you can actually use it, and that will depend on what program you have for drawing. Basically, if you have gimp or adobe photoshop, go through the provided link to get the PSD file. If you don't have either of those, click the 'download' button for the image (it should be just under the 'MORE LIKE THIS' box), then right click the full-size image and select 'save as' and save it somewhere on your computer.
After that, use your designated program to fill out the sheet with the information about your OC. Of course, if you question was actually about the OC portion, and not the sheet itself, I'm happy to help you out with that as well c:
