No, I agree. It would make a world of sense to have it set in 2013 rather than 2008. And that's probably the case. But the way they word it makes it sound like they're referring to the incident itself (the incident AT Raccoon City), not to when Umbrella was found guilty of the incident. They should probably just make it clearer or word it better.
