it's a finished artwork, the ice is glowing around the hands, not being shot as such...
Hmm, it just looked slightly off to me. To me the light rays looked like they were there a bit like some motion streaks of some sort. If they are light then it looked strange that they were only visible there, and no other trace of where they are coming from...
