Actually, yes. Call of Duty has brand name recognition. Megaman Legends specifically doesn't. Megaman on its own may have it, so we might be able to expect another Classic game.
I'd only want another classic game if they connected Classic to X.
That'd only happen if X proved popular. The problem is that X7 and X8 didn't sell. Megaman 9 did.
That's because X7 and X8 were crap.

Due to simple rules of product selling, X7 and X8's failure more than likely killed the X series, just as Superman III and IV killed that movie series. It'll be a long time before we see another X game.
