Replace those ballistic missiles with cruise missiles-10 cruise missiles to each tube-and you would have a ship that could carry 2000 cruise missiles for anti-air, anti-ship, anti-satillite, and land-attack purposes.
I don't think you can fit 10 cruise missiles in lieu of a single Scud. Two at most...
You could do it with the cruise missiles we have these days.
