Exactly, the piece is finished. Had it been full color or exclusively black and white I could of seen it being used in stock. But the Author has destroyed data of the photo by making a selective color piece. If it is a resource its a severely diminished one.

i also think the crown makes it look finished. but i like it as a finished photo, too.

(it looks like the end scene from Rec too!)

You have to remember that not everyone has good manipulation skills - so a little touching up might help others and stock is also there to reference drawings from.
