There is a natural focal depth in the picture, but your feeling is right
that I strengthened the blur a little in photoshop to lead the eye even more to the object.
Of course, there is also a simplifying tool (topaz), which you will recognize especially
on the street structure in the foreground. This tool also influences the blur characteristic.
