You can convert to gray or binary, Map it, Adjust it's hue/saturation/brightness/levels/shadows/highlight.
you can also use normalize, conbright, gammasat, crop, resize, and add watermark. I used it on your mitsuru and got it closer to her actual color. I tapper L when I got the picture loaded and it brought up the adjust option. I set the black point to 40 and the white point to 255 and saved. Sorry, that was a long explanation...
In short it is a free image editor.

It sounds like you messed with the hue/saturation, contrast, levels, and things like that. I'll give XNView a look, but it sounds like something Photoshop can handle as well, given that you know how to do it. Admittedly though, I didn't mess with colors and I know the colors are off on this image.

It probably can. I just found this particular program really easy to us.
