Sorry it took a while to reply. Holidays and all that :)
About the top underneath the coat, well, I basically made the pattern from clothes I had, sewn it together, adding an invisible zipper at the back of the neck. I used a very stretchy synthetic fabric for this. I made a fake "parting" (sorry, for the lack of vocabulary on this) at the front, by folding blue ribbon and sewing it on so it would look like the coat opens at the front.The belts around the chest required some precise measuring and aligning before sewing, because they do not stretch like the rest of the fabric. I made the golden buckles out of craft foam. The last part was painting blue designs at the back of the neck and bottom of the flaps at the back. These designs only appear in the artworks, so they're not absolutely necessary. Also, the fabric I used for this turned out to be slightly translucent, so I made a sort of undershirt that matched the upper part of the top from the same material. I had to do this all in a matter of three days, because I was running out of time, so I don't have any pictures that would make a decent tutorial. But I hope this will help you at least somewhat :)
As for the materials, I'll try to list them, but a lot of time has passed, so I might forget something and I hardly remember the measurements. Here goes. For the outer coat: white cotton, blue gabardine, white fur, white and blue fabric dye, different size brushes, lots of small containers for mixing shades of dye, black textile markers, old newspapers and wallpaper for blue design templates, some black material for stripes on the sleeves.
For the undercoat: white stretchy material, several meters of blue ribbon for the edges and front, white zipper, black belt-like strips, craft foam, golden acrylic dye, white glue and clear nail polish for hardening the buckles, hot glue for gluing them onto the belts. You may try to make his gloves from black stretchy material, but I bought mine.
And of course all the regular stuff - scissors, needles, lots of blue and white thread, some black thread, pins...

oh my gosh thx for writing this i was waitin though i wouldnt blame ya though thx for this oh and by the way u can get craft foam from stores lik rite aid right

I don't know about stores abroad, but it shouldn't be too hard to find :)
