But how do i use the anchor tool? .-. once it worked then when i tried again her hair shade goes to her face and she looks like avatar(i had no idea how that happened XDD)

It's because of your settings I suppose. You have to put your settings to "Path" not "Shape Layers" when using pen-tool.
"Simulate pressure" is what makes the brush-stroke curved in the ends, instead of straight. That what makes the highlight in the hair look "shine-like".
