I asked around and found someone with a IXUS 117 HS. They emailed me some pics. Focal length reports as 28mm and sensor also reports accurately. Also, looking at the four digital cameras I own - ranging from point 'n shoots to bridge cameras to dSLRs - as well as those of my friends, classmates, and the members of the local photography club... I'm not turning up another camera that exhibits that sort of behavior. My two dSLRs are both Canon and I know they don't.
That is not the EXIF data itself, but the way DA is showing it. Just look around.
All right, let me rephrase that. I've never seen that phenomenon present in the way DA presents the EXIF data of any other digital camera, including the two Canon digitals I use. 
I was checking some of my pictures (stored in my computer) from different cameras.... well, some of them store the exif data with real focal length and, in other field, the 35mm equivalent, and some store it with the 35mm equivalent, showing nothing in the 35mm equivalent field. Looks like it is a matter of camera's software. Most of point and shoot camera here store the lens' real focal length AND the 35mm equivalent... I think DA shows the real focal length, that is why there are those insane 5mm and 6mm around.
And I was wrong, it is not DA's fault, it is just the way the camera is storing the data.
But take a look around other pictures from the first page, for example. You will be able to see 35mm equivalent and real lens focal length there.

Wow. If you're not lying, I just made you do a bunch of work for my own amusement. Awesome. O_O
Of course I am not lying, and that bunch of work is what i usually do with my free time, i just enjoy doing it, don't worry.
