You can but you need to have the Galor to buy them. It's a perk of having the Galor. I bought mine off the exchange after the Cardassian Lock Boxes stopped.

Those are a PWE thing, and bring in a load of money for the game. I can live with those but I do think they need to put more development time into making missions, especially for the KDF side.
