Well some people think so too, but she's not. Crypton [[as far as I know]] made her appear in PD and such but never made her an official vocaloid character. Although I sometimes wish she actually was acknowledged as a vocaloid, but then again she wouldn't be free so I love her as an UTAU *uses UTAU and Teto* uwu~

She's not recognized as a vocaloid character and Crypton Future Media can easily confirm that. I don't know where this debate is from, but the people are wrong them. Blunt but true.
