Haha slightly restricting, yes 
Even the skirt itself is too tight for walking I think xD Makes you shuffle around instead of actual walking 
But, I was thinking: maybe if you'd put the belt a bit higher (around the hips) that it wouldn't be so restrictive anymore. Because it IS a nice steampunk detail so would be a shame to totally leave it out if you'd ever got the chance to make the costume
