It could also be the temperature of the tank being too low and perhaps some stress from the recent cleaning.
I got him a larger one and he seems to enjoy it. :3 I just have to turn off the filter every now and then so that he can swim properly though.

Ah yeah, any chemicals you use to clean the tank can kill the fishies. Once my dad cleaned the tank after putting lotion on his arms and it killed all the fish in the tank x.x lol

He's all right-ish. I think he was cold, so I'm running the filter to force the heater to work and warm the water. He doesn't like the current too much though.
