Looking at the picture again, Tails reminds me more of Ash, even though he has Red's outfit. Tails just doesn't look dark and threatening enough. On the other hand, he has an expression I'd expect to see on Ash. Or Red from the manga. Just not the games.
(Now that I think about it, the manga version of Red is way more powerful than the game version. He's also just straight better in my opinion. The main reason is that he actually knows how to talk!)

)Yeah. In the manga, Red has spiky hair a bit like Ash's (but way more messy). It's based very closly on the Red and Blue games, complete with a jerk rival. Plus an epic final battle in the finals of the Pokemon League! You really should read it, because unlike the games (and sort of the anime), characters actually have personality. And the manga is more realistic: violence, deaths, hints of romance (more than hints if you see the Ruby/Sapphire chapter on the internet). It's a lot more interesting, especially since it goes all the way from Red/Blue/Green to Diamond/Pearl/Platinum!

You should! Really! All the characters have MUCH more personality, plus there are a couple new characters added that never appear in any game, anime, or other comic series! (It's called Pokemon Adventures, and you can read it for free online!)
