So what pattern did you use for the scan lines? :l

Ok so I duplicated the layer of my finished drawing, and on the new layer I went to
filter > sketch > halftone pattern
and then I selected lines from the drop down menu.
Once I got the colors and settings I wanted I put the layer on a low opacity so it barely shows over the original.

It's really easy/fun to mess around with until you get the look you want :)

Thank you so much! This really helped a lot! :)

oh um... one more question ^^; (sorry)
How do you "merge all the layers bar the scan line layer" and do the little film disorientation thing?

I think you just merge everything by going layer > merge layers. I'm pretty sure "bar" is a typo or something. That part is worded kinda weird.

Anyway, after that you just select a strip with the rectangular marquee tool and then go to the move tool and you can drag it to the left or right.
For the film grain just select a strip again and follow the instructions for the filter. They should work with Photoshop 7.

If you have any more questions, be sure to let me know! I'm happy to help.
