Pretty much - whether they're other people or past versions of himself, he's going to make them all bear portions of his heart which will turn them all into Xehanort. They're going to be the 13 dark vessels that will clash with 7 vessels of light in order to cause a new keyblade war, recreate the x-blade, and summon the real Kingdom Hearts where he will be able to form the worlds to his liking.

So yeah, pretty power hungry and evil even though he doesn't see it that way XD
