I imagine so, the old houses weren't always insulated well, or sometimes not at all. I remember doing a remodel of an old house built in the late 20's, and inside the walls we found wads of old newspaper sheets of packed beavers fur and wads of cotton or wool. When they ran out of one they simply moved to the next cheapest and so on, parts of it had nothing.
