Ah, I did most of the pic in SAI then continue in Photoshop.
That lens flare effect and subtitle are surely by Photoshop, friend! >v<

Ah, for the 'Lens Flare' filter, it's in menu Filter>Render>Lens Flare.. This one will going well on a one-layered pic.(or the otherway, you better to add this filter at last. :3)
For subtitles, it's just a simply Text tool with layer style 'stroke' which will make the text outstanding from background.
