hmm...I dunno an exact moment or anything. I'd asked for a tablet and got one for my birthday when I was much younger. Like 15 or somethin'. Just been using a tablet ever since, I upgraded to a better one more recently, but it didn't change the artwork so much as my work flow. Really any tablet will do, as long as you have one with pressure sensitivity. n_n And the photoshop model isn't really of consequence either. I use CS3, though very talented people can do a LOT with Elements, and/or other older versions.

whats a good brand name for a tablet? or one that you think would be good for starters? or one that you really like

Hmm...Well, I'm always a massive fan of Wacom. All of my tablets have been Wacom. The graphires are less expensive but the intuos' are sooooooooooooooooooooooooooooo awesome.
WHATEVER YOU DO
get one with a detachable cord - the tablet will last you MUCH longer. My last tablet was really in perfect health - but the cord frayed at the place directly where it attaches to the device...so it was unfixable. D: If its cord was detachable it would have lasted me many more years.
