I am neither.. but a game with 5 fire starters would mean 70% of the fire pokemon are a starter or something similar, while the rest of the types have to rely on casual pokemon and only get something awesome if they have luck, if you see what I mean.
Such a thing could be done as gift in later part of the game too btw. Like the Hitmon choice halfway through gen I games, except it would have different techniques than merely two Fighters to choose from, or exotic powerful 3 stage pokes of different kinds of creatures...or some other themes

Im sure many people dont neglect the Fire type. Actually its more like everyone exaggerates the scarcity of Fire types. Usually at least a handful of otehr types lack casual pokemon jsut as much, like Ice.
