Though, I do think it's not a problem to create an OC from the list that you provided. I'll take an example for 'Singapore'. Himaruya only mentioned that he wants to design Singapore, yet until today, there are no signs of that personification. Nothing on his/her appearance, nothing on his/her personality. Heck, we don't even know Official Singapore's gender. Speculations has been made that Singapore's simply a design that Hima discarded.
