What a problem! mmm... let me think...
Maybe you duplicate an adjustment layer at some point and accidentally moved it a little bit. Then you got a weird glow.
That's the only thing I can think off. Try to hide all layers (all of them) one at the time, from bottom to top, and hopefully you will see when the glow appear.

when I hide the blur layer it disappear the line but when I have it back it's there.
Then it's what I said in the first place. You have to blur closer to the girl so that line between focused and blured doesn't appear. Or low the intensity of the blur in that part so it would blend more.
