Yeah, old concept was cruder, but I guess they decided she was more skilled than original concept, so she looks less bandit-y. I actually thought it was super cool in game how you could see light shining through her hand when Lilith phased you.
I liked the promo design better. Her final arm looks too much like a normal arm. That ghetto-rigged arm was a lot more eye-catching. And three digits with claws, how cool is that? 
Well yeah it would be a normal arm. It would be much more difficult to do SCIENCE with a funked arm. She didn't originally intend to go to Pandora and combat 'evil' after all.
