Wouldn't they still need to ask the person for the use of theirs likeness? Isn't that a law that you have to haven a per work? How did this get away for so long with no one realizing that? Doesn't deviant art have some way to protect them?
Every stock provider has their own license agreement that artists should follow. DeviantART can enforce that license on its own site, but it can't outside of DA.
With digital images so widely available, I think some artists think they can use whatever they want. Sometimes they find the photos on a site that took them from DA and don't link to the original provider so the license info is lost.
