I use both photoshop and Sai to color. As for backgrounds, I have a large collection that I've really saved up over the years so I really don't remember the exact places anymore, but most of the ones are free backgrounds from Pixiv (Japanese deviantart).
I know Pixiv! I have an account there... I think.
