I believe that everyone has an art talent and nobody stops learning/improving ^^ I myself am still improving, just draw what you love 
Well, I wouldn't say talent, it's more of an ability to draw. Everyone can draw, some have a better sense of observation, some a better sense of execution, etc, that helps them learn and draw faster, but yes, you're exactly right. Everyone can draw, but not everyone has the will and motivation to do so, and thus improve. There's also the endless challenging yourself, drawing things out of your comfort zone, that makes things a tad less simple. Eep, sorry I'm rambling! :'D
You make a good point. Everyone can draw, but we all have our strengths and weakness. In all, everyone is talented in my eyes ^^ Though some artists do put much thought into their art then others but that's the strengths playing
