I use the program Paint Tool SAI -

I kind of just quick-dab the default airbrush tool (using a tablet pen), the background is kinda simple really but small effects like, what I've mentioned where I just do little quick strokes, can make it seem pretty neat~

Sorry for not specifying my question, it was quite vague but you managed to answer it anyway.
It was the technique I meant to ask for, which your answer conveniently covered. :)
I'm still having problems with it, though, but I guess it has to do with experience.

Experimentation helps quite a bit, combined with experience. At first my clouds were 'very' blurry, now they're uh . . . not as blurry, I still need to work on them but trying out new strategies eventually helps ya get better techniques.
