Yes. Saren didn't always have his cybernetics. He propably got them only after he had made contact with Sovereing sometime after 2165.

So I suppose he got it even before the attack on Eden Prime which would make sense since the Geth turned almost everyone on that planet into Husks.
Maybe he got his first cybernetics in or after his attendance in the First Contact War.
Also there is the possibility that he got them after the incident with Colonel Andersons Spectre exam.

Yes, I think he did. However, this picture has to take place before Mass Effect 1, so don't worry your pretty little head about him not having cybernetics, because he didn't always have those.
